Tehran said on Monday it was not optimistic about talks between the United States and the Taliban.
Iranian Foreign Minister Javad Zarif said that talks should be between Afghan sides and Afghans themselves should decide on their future.
“We strongly believe that no talks could ignore the democratic achievements of Afghanistan made during the past 18 years,” Zarif told reporters after talks with his Russian counterpart Sergei Lavrov in Moscow.
He said that the Taliban must be part of peaceful resolution and participate in peace process, but the process should be owned and led by Afghan people, government and various Afghan groups.
The comments come as US has agreed a draft peace accord with the Taliban.
The US would withdraw around 5,000 troops from Afghanistan and close five bases within 135 days. In exchange for the phased withdrawal, the Taliban would not commit not to allow Afghanistan to be used by militant groups as a base for attacks on the US and its allies.
Intra-Afghan talks are expected to be held in Norway.
