Afghan President Ashraf Ghani and former Chief Executive Abdullah Abdullah on Sunday signed a political agreement to end their dispute over 2019 election.
Under the deal, Abdullah will lead High Council of National Reconciliation and will introduce candidates for half of cabinet posts.
The deal also includes promotion of former vice president, Abdul Rashid Dostum, to marshal rank. He will be a member of National Security Council and high council of government.
Based on the deal, a high council of government including politicians will be created to advise the president on key issues.
The head of High Council of National Reconciliation will have five deputies including two who ran as Abdullah’s running mates.
The council will manage affairs related to peace and its decisions will be final and enforceable.
The negotiating team will report to the council. The team will work according to the instructions of the leadership committee of the council, in which the president’ representative will be a member.
The deal also expects holding of provincial council elections and district council elections as soon as possible.
It expects the appointment of a delegation for amendment of the Constitution in order to change the government structure following the above elections.
